Ms. Thelma Richard is a human resource professional with more than 20 years’ experience. She is committed to delivering organizational change that builds the capacity of individuals; allowing them to realize their fullest potential. Ms. Richard is a highly skilled professional who has made a difference in her field of work and continues to push for the improvement and professionalization of the civil service.
Ms. Richard earned a bachelor’s degree from the Bernard M. Baruch College and an MS degree from New York University. Her passions derive from her experiences in the corporate world and the not-for-profit sector. Here she adopted and cultivated her two foundational career beliefs:
- Employees are an organization’s best asset, and
- HR professionals are friends not adversaries.
As she elevated in her profession, her advocacy heightened and her strategic approach brought about major policy changes in both the medical health plan, gratuity and pensions and civil service regulations. These changes have redounded to improved access to health care; brought about pension justice; improved the ability of retirees to retire with dignity; and improved transparency and access to civil servants on the laws and policies that govern their tenure.
